Convening the people who shape seafarer training

From comprehensive STCW reviews to technology workshops and our flagship India conference, GlobalMET brings together regulators, ship owners, educators and seafarers to deliberate on the evolving needs of the maritime profession.

Workshops on the “STCW Comprehensive Revision”

GlobalMET hosted workshops in Mumbai and Chennai focused on the comprehensive revision of the STCW, brainstorming the changes required to the STCW Convention & Code. Aimed specifically at the viewpoint of senior deck & engine officers and maritime educators, the events brought together regulatory authorities, industry experts, shipping company personnel and other stakeholders to propose pragmatic updates to the STCW framework.

“Living with ECDIS” — conducted by the United Kingdom Hydrographic Office at The Classique Club, Mumbai.

On behalf of its members, GlobalMET organized a day-long workshop on ECDIS conducted by the United Kingdom Hydrographic Office (UKHO), with presentations from and discussions with Thomas Mellor, Clive Loh and Kim Moh Lee of UKHO. Legal requirements, ECDIS maintenance, chart-data considerations, ECDIS management, ECDIS failure and future developments were discussed in detail.

Common ECDIS issues, troubleshooting and practical advice were covered in a Q&A session with attendees, including a number of maritime trainers, and case studies based on real situations were showcased. The conference was attended by more than 60 maritime trainers, shore personnel, experts and sailing officers — GlobalMET members received a discount for attending.

Marine HR and Education — Today & Beyond

Three elements must work in tandem for any conference to succeed: the right mix of knowledge (the speakers), the right delegation, and the right platform bringing the two together. GlobalMET managed exactly that at a dynamic, knowledge-rich conference in Mumbai — not its first in India, but surely one of the largest held so far, and the first time speakers and delegates from over 10 maritime nations including the USA and China came to India for such an event. Knowledge was shared not only in sessions and presentations but across the exhibition area too.

Maritime Training Standards — Regulatory Framework
An excellent ice-breaker with representation from the DG Shipping of India, the IMO and the US Coast Guard on a common platform for the first time. The Chairmen of GlobalMET and IndiaMET welcomed delegates and shared their vision of Marine HR and Education in the future.

Manning & Training in Premier Crew Supplying Countries
An unmatched session where representatives from Ukraine, the Philippines, China and India shared the latest updates and status of recruitment and training of human resources in their countries.

Use of E-Technology in Navigation, Communication & Training
From advanced simulation and e-learning to gaming technology with virtual/augmented reality — this session had participants at the edge of their seats. The industry agreed the seafarer of tomorrow will go beyond books and classrooms for training, with updates on the latest communication solutions for mariners.

Monitoring Performance of Shipboard Operation
From the latest on Ballast Water Management Systems to the increase in the number of women seafarers — a perfect signing-off note for the future to come. A special session discussed the role of women in shipping.

All sessions were modulated by esteemed panellists who kept audience and speakers together and added real value. A special session was held to discuss the role of women in shipping. GlobalMET will continue to hold such conferences at locations across the globe, raising the bar each time.

·Attendees were welcomed to the grand IndiaMET awards, honouring the pillars of maritime training and education in India
·An evening Indian classical music tabla-and-sitar jugalbandi, plus authentic classical music and dance performances made it a fun-filled evening

CHED — modernising the syllabus in the Philippines

Per BIMCO and UNCTAD (2016), the Philippines is the second-largest provider of seafarers worldwide — 215,500 seafarers of the world fleet come from this nation of more than 100 maritime institutes. Professionals have voiced a growing need for the syllabus in these training institutes to be made more current; for many ship owners this is not an option but a necessity if Filipino seafarers are to hold their good standing in the world scenario.

GlobalMET has been in discussions with the Maritime Industry Authority (MARINA) and the Commission on Higher Education (CHED) to assist in finding solutions, and has conducted workshops in the Philippines since 2013 for maritime lecturers — with active support from the TK Foundation and the Nautical Institute — helping educators in the Asia-Pacific use newer pedagogic methods. On 26 October 2015, the TKF-GlobalMET Continuing Professional Development Programme (CPDP), a joint series of workshops, was declared by CHED; officials, employees and students from maritime higher-education institutes participated, and it was received well by the industry.

Training the Asia Pacific’s seafarers

Agencies and ship owners alike have spoken of the need to raise training standards across a number of nations — and at the same time, seafaring can provide respite to rising unemployment.

The Fisher report on human-resource development in the Asia Pacific implored governments and bodies to improve training establishments in the region, so it can utilise its rich resources as an answer to the worldwide shortage of qualified seafarers. GlobalMET has been in discussion with the Asian Development Bank on solutions to alleviate poverty across the developing nations of the region.

The Sargasso Sea

In the North Atlantic, the Sargasso Sea is the only sea without a land boundary — named for the free-floating “Sargassum” weed. It is a spawning site for the European and American eel, white marlin, Porbeagle shark and dolphinfish, and humpback whales migrate through the region. Bounded by four ocean currents forming the North Atlantic gyre, it has also become the “North Atlantic garbage patch” — with over 200,000 pieces of debris per square kilometre.

GlobalMET members felt this needed better highlighting among seafarers, so the Sargasso Sea poster project was launched in 2011 with the World Wildlife Fund and the Nautical Institute, supported by Maritime Technical Services. The 2012 poster drew over 1,000 orders and hangs in training institutes and on merchant-ship bridges worldwide. At MEPC 64 (October 2012) it was showcased at the IMO jointly by GlobalMET, WWF, IUCN and the Nautical Institute — part of the Seafarer Environmental Awareness (SEA) project.
