GlobalMET attended the 8th session of the IMO Sub-Committee on Human Element, Training and Watchkeeping (HTW), held from 7-11 February 2022. A number of discussions took place during the meeting, and GlobalMET was able to put forth the views of its members in them.
GlobalMET has volunteered to be part of the relevant working groups that will review certain model courses and the correspondence group on maritime training.
HTW 8 considered a proposal to prioritize the revision of the IMO model course 1.21 on Personal Safety and Social Responsibilities, with a view to including specific content to establish appropriate maritime workplace behavioural norms and essential human elements of psychological safety. This includes psychological safety, mental health and wellbeing (including sexual assault and sexual harassment (SASH)), all of which are issues of serious concern in the maritime sector. The recognition of Electronic seafarer’s certificates and fishing vessel certifications were discussed.
The validation of model courses, measures to ensure the quality of on board training, and the facilitation of mandatory seagoing experience were discussed in detail. Details can be found in the reports published in the GlobalMET Newsletter.
